Cash For Clunkers: Did It Help Or Hurt?

The Obama Administration is trumpeting the Cash For Clunkers program as a tremendous success.  My answer to them:  Oh, Really?  Let's see if I have this straight.  Initially the federal government proposed a one billion dollar program that was going to remain active until November.  The idea was that the federal government was going to give individuals $4500 to buy a new automobile that was energy efficient.  In other words, trade in that old clunker that only got about 15 miles to a gallon and buy a new energy efficient car. 

But as so often happens when the government gets involved, the geniuses who run Washington didn't get this program right either.  Never mind that its always a bad idea for the federal government to get involved in private enterprise.  It's especially a bad idea when the people running the program have no idea what they are doing. 

The initial billion dollar investment ran out after just a few days and Congress, acting in lock-step with the Administration, hurriedly appropriated another two billion dollars.  They told us that the additional money was needed to keep the program in effect until it's November target date.  Yet once again, they quickly ran out of money, and now we learn that at the end of August, the program will be terminated. 

Those of us who have run businesses, or been involved in responsible government, learned very quickly that if you were going to fund a major program, the key element was planning, so that funds were not wasted.  It's too bad that whoever the Obama Administration put in charge of this monstrosity that they call "Cash for Clunkers" didn't learn that basic lesson. 

It will be interesting to find out, as we will eventually, how much of the three billion dollars ultimately allocated to help the American people purchase new cars, actually was used for that purpose.  Another thing that many people seem to have forgotten is the fact that approximately 100,000 buyers actually put their purchases on hold waiting for the Cash For Clunkers program to launch.  I think that the comment made by Jeremy Anwyl in a recent Wall Street Journal editorial is actually closer to the truth than anything else I have read.  Mr. Anwyl said "the sales frenzy was inevitable.  We have crammed three to four months of normal activity into just a few days." 

I don't know about you, but I am astonished that the federal government first bailed out the auto industry, then took over General Motors, effectively changing its name to Government Motors, then poured another three billion dollars of taxpayer money (money that we don't have, by the way) into the auto industry.  The truth is, even though in the short term more cars were sold, in reality, they simply decreased future sales.  We, the taxpayers, subsidized over half a million new car sales that would have occurred anyway.  Go figure.

    I for one was pleased that the feds finally gave a handout to the middle class. Furthermore, I was able to buy my wife a brand new(helping the auto manufacturers) fuel efficient car for her to drive around our 14 month old son. Had it not been for the program, we would not have been able to afford a brand new car and our spending would have cycled through the used car market as opposed to the new car market. thus my wife and I would not have had the opportunity to contribute to sustaining our manufacturing jobs.

    I said early on that Mr. Obama was goin to get president based on mindless lies. He told people what they wanted to hear. Now that some of his ideas have gone through, they have been proven not to work.

    Cash for Clunkers still hasn't even paid the dealers. A government that can't handle simple programs still wants to run my health care that they can't afford.

    Dear Mike Huckabee, I am really torn at the country in its current state. I have always been more conservative due to my Christian beliefs and morals and been more driven by them than any party allegiance. But I have really been thinking lately and wonder what is worse? On one side you have people that want the government to do everything for them and on the other you have people who basically want smaller government and the rights and freedoms restored to the people, the same people who if left alone would most likely make just as bad od decisions if left unchecked as well. The point here is that regardless of where the power lies the problem is lack of accountability it would seem. How do you really address that problem? Where does the buck really fall? Who do we give that power too? Ourselves or the government. Both have proven over the years that they each abuse the privileges if given to them. My Christian upbringing tells me that man is flawed and regardless of the system it wont be perfect until we are under the ultimate rule of our Savior... but still that almost gives us very little hope till that day comes. Without getting to off topic, and if you have the time I would like to know your thoughts on the way to help resolve the balance of power or what your thoughts on that are. I realize you may never see this but if you do I would love to hear your thoughts. I have a great amount of respect for you and what you and your team have done. Thanks for speaking on our behalf and doing whats wrong even if it does mean sometimes the appearance of swimming against the current. You truly are a modern hero. Thanks again, Chris Evans

    Perhaps the above article statement says it best ... "its always a bad idea for the federal government to get involved in private enterprise" With everything there are pros and cons. And, even when the cons outweigh the pros, there is gain. The program did get a million (more??) gas guzzling clunkers off the road. America needs be able to cut its' dependence of foreign oil. Having said that, America runs on oil. We have been blessed with a vast land and many miles of nothing but amber waving grain. We drive everywhere. However, I wonder if the dealers wouldn't have come up with something on their own to sell cars. Americans are known for their ingenuity.

    I also wonder how many dealers spiked their prices especially when they realized that the government was sending out the cash as promised. We sharpened several pencils on this deal and talked with several advisors weighing the benefit of using credit to mazimize our long-term ability to cut fuel costs and mechanic costs. We all came to the consensus that the dealers weren't negotiating and the prices were rising and that we would just wait and see what deals were offered directly from the dealers come December when they are making numbers for 4th quarter. Isn't that the essense of socialism... everyone "feels" like they got a really great deal, but by compartmentalizing the "feelings" and asking the if...then... questions their "deal" has a three tires... Wow! That sounnds like my high school history teacher (late 1980's) describing the communist government operated Soviet Union car manufacturers. The workers didn't care of the cars had one, two, three, or four tires. They got paid regardless.

    I totally agree that this spending on different things isn't always going the way it should. As a matter of fact, as long as man has control over things, nothing will ever be handled without some degree of mismanagement or disrespect. Now, please do not get me wrong. I am not saying that just because things are this way, that we roll over and become apathetic, but I'm speaking from a middle of the road perspective saying that maybe we only see the smaller picture of what the future holds. Personally, i hate the attitude the the Republican party is like Gods 'chosen party" and that they have the ability to fix everything because they do not. We saw that during the Bush administration. I also, hate the democratic ideology that their revolutionary ideas can fix everything because it's not. It bothers me that in a day where we have mass media and the whole world can see our news and what is going on at the forefront of our countries government that we have the appearance of hating our presidential administration. Now, I don't agree with even 60% of this administrations thinking, but I'm not a fortune teller and neither are you. I think before we start saying "oh cash for clunkers was a failure," maybe we should wait and stop all the bashing just because it was a democratic idea. Both sides need to grow up.Still you bring up strong points and I side with you on many. But, please, be the republican that none of the other republicans are being and that is one that will sound mature and not sound like he/she hates another party. So far you have stayed neutral and I think that is admirable. Thank you

    We had and still have a clunker. Even though my husband needs a new work vehicle, we didn't think we should accrue debt to purchase a new car -- staining our ability allow me (mom) to stay home with the kids full-time. More materialism or more kids with charachter who are emotionally healthy and able to hold down a job... As Americans and families, what do we want? As for us and our house, we choose the kids. With our family motto of "Balance, Cut, and Save", we thought we could finance 5 bucks for Huck to pool "Cash for a NEW Congress." "Cash for a NEW Congress" that would put charachter and business ethics ahead of "keeping up with the Jones' family".

    There has been many mixed feelings on this cash for clunkers, but the obama administration isn't the first to do this type of government funded stimulas. They did a very similar plan in europe that actually worked to help stimulate the economy.. Granted, I worry as some have here that folks will bite off more than they can chew with a new car purchase, but if you were in the market for a new car the over all price will be much lower, thous your payments much lower.. My family would love to have a honda element for our two children and adults and cargo.. But atm, we cannot afford it, the program had we of had an ellegible trade in would've made this possible.. But for now we are stuck craming two car seats into a very small Kia Sephia car... Sardines anyone?

    Totally agree with your blog, Huck. I saw last night that 700,000 cars were traded in as clunkers. I told my husband that it is 700,000 fewer cars to be worked on my mechanics, 700,000 fewer tires (sets) that will need to be replaced in the short term, etc. So just who was it good for? Not to mention your point about now who is going to buy a car in the next several months? Short of replacing a vehicle totaled in an accident I really don't see very many doing so! Why would they have waited?
    I have one suggestion for big brother...of those probably fairly decent so-called "clunkers" (I'm sure some truly qualified as that, but many don't!) why not let people who either couldn't afford to purchase new or are wise enough not to go into debt trade their "worse vehicle" for one of those "clunkers" as an even trade. Believe me, if all those environmentalists were true to their ethics they would think it is better for someone to drive a 2000 vehicle than a 1989 vehicle. While I realize that is still a government thing, at least it would do some good without costing another several billion.

    You know cash for Clunkers is kind of hard to do, when we treasure old classic cars for Hot August Nights here in Nevada? Didn't we do this before back in History,to the point where people hid cars under haystacks in barns among other places. Cause they couldn't or wouldn't give up they're wonderful cars to the Government. Where these cars were found and became classics and worth more? Strange repeat on History we have Today? Only now people are falling for this twist of fate. Apparently those who rebeled against the Government by hiding thier cars in old barns under haystacks way back in History, are really not that different than we are Today? Where people who followed the fate of Government by turning in they're so called, Clunkers thinking they get a fair shake. So to speak, just might be all they got was a shake down by the Government? Perhaps it might of been wise to hide it under a haystack. Then trade with THIS Government?

    My family was severely harmed by Cash for Clunkers. My brother has a 1994 Buick that recently failed its state inspection. It was NOT a clunker -- its gas mileage had been too good to put it into the Clunker category. In short, we were responsible car owners from the outset, owning a car that got good mileage. So obviously Obama punished us for being responsible. Not only did we NOT get the $4,500 that less responsible folks received, but the prices on cars were driven up and the inventory was driven down. Watch what will happen to health care. Those who smoke, drink, are overweight, and abuse their bodies need to be insured, so those who eat right, don't smoke, and try to maintain good health will have to pay for it.

    Cash for Clunkers was a "Flash in the Pan" 3-Day program that burned through a lot of taxpayer dollars FAST!

    What do we have to show for it? Car dealers have yet to see their reimbursement from Uncle Sam.

    Some people still aren't behind the wheels of their new cars yet.

    The boost to the economy will be a tiny blip on the radar screen.

    Looks to me like Cash for Clunkers went BUST like ALL Government-Run programs do.

    So, I don't believe Cash for Clunkers was meant to help the American people, because it picked Winners and Losers.

    In this case, it was so temporary that it certainly could not possibly be causing dealers to rehire their employees. They don't even have their cash back yet!

    Cash For Clunkers was a Collosal Failure and Huge Loss to Everyone Involved!

    I thought cash for clunkers was bad idea from the start: 1.)the government was involved. 2.) The outcome actually will hurt our car dealers. 3.)Trade-ins were "destroyed" driving up the price for used cars. 4.) Ultimately this makes the average consumer unable to afford a "new" more fuel efficient vehicle. 5.) Which is contrary to the goal of more fuel efficient cars on the road.
    Our current administration, with control of the senate and congress is further destroying our country. Imposing their will and greed upon those they forget they represent. The American people should not dictated by them. Our nation is paying a terrible price due to more unnecessary government involvement and out of control spending.

    Thomas Jefferson had it right when he said; "The strongest reason for the people to retain the right to keep and bear arms is, as a last resort, to protect themselves against tyranny in government." He also said "The tree of liberty must be refreshed from time to time with the blood of patriots and tyrants." Sadly I believe this time will soon come.

    I am sick about Obama turning around facts to make things seem in his favor! The ONLY way I would have supported Cash for Clunkers was if it ONLY applied to purchasing vehicles from the AMERICAN car companies. More than half of the cars sold were to foreign car companies, helping THEIR economy rather than the North American economy where it's taxpayers are funding this. I guess you can say 1-1/2 billion dollars was spent by the taxpayers to support non-American businesses. Keep punishing Corporate America Obama!!! That's just what you want for more control.

    Folks it is imperative that we speak up in every venue we can. Glenn Beck goes over the top sometimes, but he is right about our finding the courage to boldly speak up without fear. Our country is dying from a disease we will not recover from if we do not stay diligent and faithful.
    We need to engage with fellow citizens of all races, religions and creeds. THIS IS OUR COUNTRY and we must take it back, heal it and get our financial house in order.

    I thought the Cash for Clunkers was a good concept. The way it was managed was a total joke. Giving the money to the consumer is better than giving it to big business. But the BEST solution is get America and Americans debt free, and pay the president a lot more, like $10 million range like corp. executives, so we can attract real talent, instead of these basketcases we've had since Reagan.

    The net result is the takers assumed even more dept. That will reduce their ability to buy other things later and put off a natural recovery. Also, I have seen the pictures of these 'clunkers'. Fine cars whose only sin was to fall short in the eyes of the liberals. They will be destroyed, taking away even more of our traditional Americana heritage. What if they had destroyed all of the 1932 fords for instance?

    It is a sad time for Americans.

    My first thought was, I wish I could afford a "new" car. Why not used? Second was, why can't I buy one of those clunkers? They look a heck of a lot nicer than mine I have now. Two years ago, my family went for over a year with NO car. There's a lot of people that could have bougth them cheap from the gov. and they would have still made money and someone could get a car! Thanks for nothing to the GOV. from the common people, less fortunate people, struggling people of the US. Let them buy foreign cars too! YOU JERKS !!!!

    Two other thoughts on the topic. Firstly, many people would not have ordinarily purchased a vehicle at this point except that they were, in effect, being provided the down payment, by the government. Many individuals flooded dealers and, when advised that the program -- and give-away down payment -- had terminated, walked away without a purchase. Thus, it becomes obvious that, although there might be an up-tick in auto sales in the next quarter, it will not be continuing at any impressive rates.

    Secondly, since many of these purchases were induced by the give-away federal "cash," I am fairly certain that not all participating individuals will be positioned to satisfy the monthly payments, i.e., a typical five-year installment program -- and will eventually default -- similar to those careless individuals who were induced to buy high-priced houses they could not afford.

    Another example of the economy being artifically "stimulated" with one-time give-away down payments that benefit a few but are paid for by every taxpayer.

    A more sane alternative was introduced. It allowed for a tax credit of $2000.00
    It could be on another used car as long as the mileage was 20% better.
    No cars were destroyed.

    It made too much sense.
    Since it was a tax credit, big gov could not hold out their hand and say "Lookey here what I have for you, Now, sit up and beg..."

    NO COSPONSORS...
    I guess Congress all must prefer Obama's plan, Republicans and Democrats alike.

    This program artificially raised the value of used cars making it more difficult for people who could not afford a new car to purchase used. This is very similar tot eh Digital Converter coupons. If you remember, it was impossible to find a digital converter box on sale for less than $40. Keep in mind, a DVD player can be purchased for only $25

    This nation was built on the pillars of life, liberty and the pursuit of happiness, but it did not happen till force was used against those who stood against those ideas. Our system of government as conceived allows for the peaceful transfer of power between competing ideas. When good people do not lead, however, or use wisdom in their election choices, or learn to overcome the deception and tactics that have been prevalent during recent election seasons, we all suffer. In time there will be no choice for those who are patriots but those our founding fathers faced. God help us wake up before our options to restore liberty are so limited! God help us understand that a program like cash for clunkers is just one more instance of abuse of legitimate government power, searing socialism still further in the psyche of those who see nothing wrong with receiving money from those whom it was forcibly taken, ostensibly for the "common good".

    A couple points on this. 1) if the goal was to get clunkers off the road there is already an existing tax break in effect for purchasing a hybrid, so why not put focus on that? Oh wait, that will be phased out by 3/31/10. 2) If properly ran, I am sure the goal was to run this to November, which would of allowed for a 3 month stretch of increased customer spending, which increases consumer confidence, which can be media spun to support an economic upturn. Then the U.S would of been heading right into the holiday season with the thought the economy was on that hyped upturn. Unfortunately, this program caused a 3 week free for all that will look great for a month but that is about it. 3) Or this was a quick way for Govt. to get back some of the $20 billion they invested into US Automakers, but again only 2 of the top 10 vehicles sold under this program were from Chrysler/GM, six were from foreign automakers and two from Ford (who had no Govt. help). 4) Why dealers probably appreciated the extra floor traffic, all this really did was get rid of cars that had probably been sitting on their lot costing them money anyways, so hard to say if they even made a profit.

    My personal thoughts, while of course I am all for an economic upturn, I think the Govt. really needs to think things through. A little planning a LOT less lobbying and we can get this country back on track.

    Hi Senator,
    I think C4C is a complete waste, not only of taxpayer money, but also of a lot of perfectly good cars.
    I have been looking to buy an older model mini-van for my contracting work and I found several great ones
    on the C4C storage lots. I would have paid decent money to buy something that is going to be thown away. Actually I already paid for it, I just can't drive it.

    This is obviously an on going plan to bankrupt Americans so we all clamour to join in the NWO and the Global Economic banking system.

    Lest we forget the government just recently bailed out the auto industry not too long ago. From what I heard, the auto industry has to pay money to send those clunkers somewhere. Not to mention not every car is applicable for the Cash for Clunkers. It seemed like a great plan just like NCLB but as we remember that was called unsuccessful... Yet another great plan is destroyed by the Government.

    Gov. Huckabee,

    As someone who is middle management at a new car franchise, I would like to respectfully disagree with your opinion. I do understand the view that you have taken on "Cash for Clunkers" and the thoughts that our tax dollars are being wasted on some phantom program. However, as I analyze this situation I see dealers and their employees receiving a significant increase in their income which is then pushed back into the economy. I see my customers, for the first time in a very long time, in an equity position on their new purchase, (as opposed to rolling negative equity into the new loan). I see the auto makers being able to re-hire employees that had been previously laid off due to a lack of product demand. I see the parts manufacturers and distributors up and running full speed again and finally back to making money.

    The yield from all of this, Mr. Huckabee, goes back to one of your core beliefs from your presidential campaign: upholding, maintaining and supporting the family. That is what it is all about. I work, not because I love to sit behind a desk and negotiate with people all day, but because I have people that depend on my income.

    This program that you seem to abhor, actually promotes and in some cases has saved, the family and their ability to make it through these difficult economic times. The family that could very well be your own. I respect you because I know that you know that and believe that.

    I hope that you actually read this and that it is not lost in the vacuous realm of internet blogging or staffer filtration systems. Re-think how this has helped so many people to get back on their feet again. I am one of them. Thank you for your time.

    Cash for clunkers was stupid!Many who drive junkers,would have loved to buy a clunker,to drive for a couple years! WASTEFUL! Now it's cash for refrigerators!!!Also heard cash for coffins?? Got to build me a pine box!!
    This admistration is crazy!And the czars??some truths coming out about them..Obama said judge me by whom,I have around me!! I do!!!

    Excellent.

    I want to point out one thing often overlooked. One of the biggest mistakes we could make would be for EVERYONE to take up the same 'habit' and have the same impact on the environment. We don't want to 'overload' nature with too much or too little CO2.

    I fear that as more and more people switch to hybrids and EVs, more and more coal is going to have to be burned to generate the electricity to recharge these huge batteries! Coal is the most common fuel for electricity, and it is the dirtiest fuel..much dirtier than petroleum.

    They hype the smart grid that will give you choices of a source, but if you live where there are no choices, that smart grid is no good!

    What a waste of resources this Clunker deal was!! And, it tempted the poor to do what Fannie and Fredddy did... take on a payment they can't afford. So, I'll be in line for the auction when these cars get repossessed! I have a 2000 Civic that gets 42 on the highway (if I don't speed!).

    Cash for clunkers helped those with old cars, failing car companies and their weak business models. It hurt me having new cars plus have to pay the tax debt for everyone elses new car. Just another wealth transfer program like no money down that put us in this mess, tax breaks only for new home owners and tax breaks for old car owners. President Obama how when has this family given enough and how about some love for people who play by the rules? Jim - Ohio

    Who did this program hurt? The less well off in our country. How many clunkers will be destroyed? Clunkers that many families wish they could purchase. The cost for the clunkers out there will be higher, less supply, same demand. How many parts were destroyed that would have been in a junk yard somewhere keeping a famlily's car going? What a great statement for recycling and reuse. On top of that how many families just stretched their budget to afford a new car that will lose value the second they drive it off the lot. Isn't this stretching for things we can't afford what got us in trouble as a country to begin with. It seems that almost everytime government gets involved to help the less well off, it is the less well off that lose and some of the not so less well off that benefit.

    You are right on! I hated this idea from the minute it was sneaked through on the military bill. And when I saw good cars being destroyed, it just made me SICK. What a waste! Of money and resources. This administration is INSANE and dishonest with the American people. We must STOP them.

    Gov. Huckabee, what else can we expect from an administration that doesn't know what its doing. Remember, Obama had very limited experience, and he is training on the job right now. The problem is, who is training who?

    yay! the government helped sooo many people get into homes they couldn't afford, now they got people jumping on cars that they might not be able to afford, are we going to hear stories soon about people who lost their jobs because their car was repo'd and couldn't get to work??? it's greed on everyone's part. cannot wait until 2012!!! we're behind you mr. huckabee!

    Cash for clunkers was a joke. As Mike said, some people postponed their purchase to get their slice of the pie while others sped up their purchases to get their slice of the pie. That first order of pie ran out three months before it was supposed to expire.

    And this was done for green reasons? The greenest cars are fuel efficient vehicles which already exist, like my son's 1999 Nissan Sentra or my 2002 Toyota Camry. The get decent milage and they appear to be well made since they're still running at 100,000+.

    And these guys want to rework healthcare? Oh, my!

    The Social Security Program is going bankrupt, and the Obama Administration sunk money into "Cash For Clunkers." I don't understand that philosophy. Also, why didn't the administration regulate that the funds go toward the purchase of an AMERICAN auto??? Someone just wasn't thinking.
